On Wednesday, February 3, DPS Emergency Financial Manager Rob Bobb announced that he is immediately imposing three new sets of standardized tests on DPS students and teachers, in addition to all the other standardized tests required this year.   Each of the new tests will result in the cancellation of yet another entire week of instruction in math and English/reading, beginning this week. 

“There is no scientific evidence that the new tests are a valid measure of student achievement.  Most are impossibly difficult -- designed purely to demoralize students and help Bobb in his campaign of dishonestly blaming Detroit teachers for the problems in the schools, cutting programs, shutting schools and laying off teachers and support staff,” stated Steve Conn, Cass Tech math teacher and a leader of the DFT’s Defend Public Education/Save Our Students slate for the AFT Michigan/AFT conventions this year.

Each of these illegitimate “Designed for Failure” tests will cost DPS millions of dollars.  This money could instead be used to purchase the thousands of books still missing from DPS classrooms, and recall laid-off teachers in order to reduce class size.

Bobb’s issuance of the new test is also outside the scope of his authority, as Detroit Board of Education President Otis Mathis pointed out on Friday, February 5, in a letter calling on Bobb to “cease and desist” from administering the test. “…the elected board is responsible for academic policy and academic decisions…the test has not been received or reviewed by the Superintendent, Board or parents,” Mathis stated.

Teachers, students and parents are declaring that Bobb and his anti-public education backers Eli Broad, Walmart Inc., and US Secretary of Education Arne Duncan that Detroit’s students are NOT for sale.
